關于海航技術國外采購機組氧氣面罩全自動綜合測試台供應商招募公告

海航技術是海航航空集團旗下一家集航空器及其附件維修、機隊技術管理、改裝設計、航空維修培訓、航空器噴塗、航材銷售等爲一體的綜合性航空維修服務企業。現其招标采購機組氧氣面罩全自動測試台1套，誠邀有意向供應商參與，相關事項如下：

1、項目簡介Project Introduction

1.1項目名稱：海航技術國外采購機組氧氣面罩全自動綜合測試台項目

Project Title：HNA Technic Procurement Crew Oxygen Mask Automatic Integrated Test Bench.

1.2項目類别：貨物類

Project Category: Cargo Goods.

1.3資金來源：企業自籌資金

Source of Funds: Self raised funds.

1.4項目标的及技術要求：請參考附件技術要求文件

Objective and Technical Requirement: Please refer to the attached technical requirements.

1.5報價要求：國外工廠交貨價，包括提供貨物所需的産品、包裝材料、安裝、培訓等一切爲投标和履行合同所需的全部費用。

Quotation Requirements: EX-WORKS price and need to include all costs required for bidding and performing the contract, such as providing products, packaging materials, installation, training, etc. required for the goods.

1.6投标費用：無。

Bidding Cost: N/A.

1.7付款方式：貨到30天後付款（如無法接受，請單獨提出）

Payment Terms: NET 30 (If the bidder cannot accept it, please inform separately)

1.8發票要求：形式發票。

Invoice Requirements: Proforma invoice.

2、招投标形式Form of bidding and tendering

2.1招标形式：公開招标，有意向供應商在規定時間内完成報名、提交資質文件，經招标方審核通過後發布招标文件。

Bidding Form: Open Bidding. The interested suppliers shall complete the registration and submit the qualification documents within the specified time, and issue the bidding documents after being approved by the Bid Inviter.

2.2招标文件發布時間：招标文件以郵件形式發送，發布日期以項目推進具體時間爲準。

Release Time of Bidding Documents: The bidding documents shall be sent in the form of e-mail, and the specific time of project promotion after the release date shall prevail.

2.3投标截止時間和開标時間：投标截止時間以項目規定截止的時間爲準，開标時間以招标方通知時間爲準。

Bid Deadline and Bid Opening Time: To be confirmed by the subsequent Bid Inviter.

2.4評标方法：最低價評标法，即評審小組成員先審查競标方資料是否滿足招标要求，再分别對競标方“技術”、“商務”兩階段需求的答複等進行審查，技術階段包括但不限于供應商資質和經營狀況、相關條款應答情況、品質滿足招标要求等。在任一階段，經項目小組确認，存在競标方不符合項目需求的，将取消其最終商務（價格）決标資格。即本次評标是在滿足招标方技術及商務條款基礎上，報價最低者中标。

Bid Evaluation Method: Lowest price bid evaluation method. The members of the review team shall first review whether the bidder's information meets the bidding requirements, and then review the bidder's response to the "technical" and "commercial" needs, including but not limited to the supplier's qualification and business status, the response to relevant terms, and the quality meeting the bidding requirements. At any stage, if the project team confirms that there are bidders who do not meet the project requirements, their final price bid qualification will be cancelled. That is to say, this bid evaluation is to meet the technical and commercial terms of the bid inviter, and the bidder with the lowest price will win the bid.

3、資格要求

3.1年檢有效的企業法人營業執照或對應地區同等有效的營業證件的掃描件A scanned copy of the valid business license

3.2承諾書Commitment letter

3.3法定代表人資格證明書Certificate of Qualification of Legal Representative

3.4法人代表授權書Authorization Letter of Legal Representative

3.5體系認證System Certification

3.6需提供設備的曆史出售記錄。Equipment History Sales Record

3.7相關其他材料如有。（生産許可證、業績資料等）If there are other relevant materials available. (Production license, performance data, etc.)

未通過上述資格要求審查的報名人不具備投标資格，采購方有權認定其不具備投标參與資格；任何時候發現投标人提交的相關文件、證明材料或承諾系僞造、變造或捏造的，将取消其投标/中标資格并列入海航航空集團不良行爲供應商名單——視爲其已主動放棄自本次投标之日起5年内參加海航航空集團任何采購方式下任何項目的采購活動。

If the applicant fails to pass the above qualification requirements does not have the bidding qualification, the Buyer has the right to determine that it does not have the bidding qualification; If the relevant documents, supporting materials or commitments submitted by the bidder are found to be forged, altered or fabricated at any time, the bidder will be disqualified from bidding/winning the bid and listed in the list of suppliers with bad behavior of HNA Aviation Group .(It is deemed that it has voluntarily abandoned participating in the procurement activities of any project under any procurement mode of HNA Aviation Group within 5 years from the date of this bid.)

4.1報名時間

報名截止時間爲北京時間2024年4月5日23時59分59秒，各意向人應在報名截止時間前通過電子郵件提交資格要求中的所有的報名資料。超過截止時間或報名資料不全者視爲放棄。

The deadline for registration is 23:59, April 5, 2024 (Beijing time). All interested parties should submit the registration materials in the qualification requirements by email before the deadline for registration. If the deadline is exceeded or the registration information is incomplete, it will be deemed as abandoned.
